2024 New and Related Services Division Administrator of the Year – Career Academy
Ron Gomez
Ron’s unwavering commitment to fostering community engagement and supporting education has made a profound impact on Career and Technical Education (CTE), as well as the broader community. As the Director of Community Outreach for the Maricopa County Sheriff’s Department (MCSO) Ron has been a key figure in connecting law enforcement with local schools, organizations, and residents. His deep passion for public service and his dedication to building trust between law enforcement and the community have been crucial in the development of meaningful partnerships.
One of the standout examples of this collaboration is the annual career exploration fair held at Tres Rios Elementary School, where MCSO plays a pivotal role in engaging K-8 students with diverse and vital careers within public service. Ron’s leadership has been integral in organizing this event, which has grown into a vibrant, hands-on learning experience for students. Throughout the day, students have the unique opportunity to interact with dozens of MCSO staff members and explore a wide range of careers in law
enforcement and public safety.
From showcasing a motorcycle unit, SWAT truck, and mobile command unit to providing fingerprinting stations, DUI simulation stations, and even search and rescue helicopters, Ron and his team go above and beyond to ensure that the students receive an up-close look at these exciting, real-world careers. The presence of MCSO volunteers, resources, and equipment makes this event a truly memorable and impactful experience for the students—and is just one example of Ron’s dedication to supporting CTE programs and public service education.
It is with great pride and appreciation that we present the 2024 New and Related Services Partner of the Year – Law, Public Safety & Security award to Ron Gomez. Although Ron is unable to accept this award in person, we are honored that Rahsaan Bartet will receive the award on his behalf.
Elizabeth Lynch
Elizabeth is a Special Education Generalist at Thomas Jefferson High
School in Denver, Colorado, where she has made a profound impact on her
students’ lives. In addition to her role as a Special Education Generalist,
Elizabeth works with the AVID (Advancement Via Individual Determination)
program, where she supports students in developing the skills and mindset
needed for college and beyond and she is the ACE Connect Coordinator.
She has been involved with the Garden of Youth program, where she has
worked to connect students with nature and foster valuable life skills.
Elizabeth spent 10 years as the Unified Sports Teacher, where she spent
many years creating inclusive sports experiences, bringing together
students with and without disabilities to build teamwork, camaraderie, and
mutual respect.
In 2020, Elizabeth in her role as the ACE Connect Coordinator started a REFILL soap business, which allows students to run a refillable soap company. This initiative has not only taught students valuable business and entrepreneurial skills but also helped promote sustainability. Every Saturday, students and support staff sell their products at local farmer’s markets, gaining real-world experience while serving their community.
Elizabeth’s contributions go far beyond what is expected of an educator. Her dedication, leadership, and tireless work to empower students are truly exceptional. Today, we are proud to recognize her as the 2024 New and Related Services Division Teacher of the Year – Special Populations.

Karen Nail
Karen has consistently demonstrated unwavering dedication, professionalism, and passion in her role as the Executive Assistant to the Superintendent, Assistant Superintendent, and the Board of Education at SouthernTech in Ardmore, Oklahoma. Karen plays an integral role in ensuring the smooth daily operations of the district, facilitating communication, and working closely with the Board of Education to ensure effective governance.
Her deep empathy and collaborative spirit have made Karen a trusted leader within the district. She cares deeply about the success of everyone around her, from staff to students, and her desire to see others thrive is evident in everything she does. Karen’s strong work ethic, integrity, and genuine passion for her job have earned her the respect and admiration of her colleagues.
Karen’s influence extends beyond SouthernTech as she is also a committed leader in the OkACTE Support Staff Division and at the national level. She is always striving for excellence, and her attention to detail and dedication to her work set a high standard that inspires those around her.

Matthew Swain
Matthew has been an ACTE member for 16 years, serving in various leadership roles, including as a member of the NC ACTE Agriculture, Career Development Coordinators, and Curriculum Instructional Management Divisions. He was also a member of the NRS Policy Committee for Instructional Management and Materials from 2020 to 2022.
He has been the NC ACTE Legislative Committee Chairman since 2021
and worked with NC ACTE staff to secure $15 million in recurring credential funding for North Carolina public schools.
Matthew currently serves as the Director of Secondary Education and CTE for Montgomery County Schools. He began his career as an Agriculture Education teacher with Stanly County Schools, later moving to Cabarrus County, where he expanded his career in CTE, first as a Career Development Coordinator (CDC) and then as lead CDC. In 2017, Matthew transitioned to Montgomery County Schools as CDC and CIMC, later becoming the Director of Career and College Readiness. In October 2023, he assumed his current role.
From 2020-2022, Matthew served as president of the CIMC Division of NCACTE and vice president of the NCACTE Board of Directors. He also served as a Stanly County Commissioner for four years, two of which he was Chairman. Matthew is an active volunteer fireman, serving since 2006 and as fire chief for three years. He also chairs the Legislative Committee of NCACTE.
Matthew is passionate about community involvement and values his family above all. He is a husband to Courtney and father to Macon and Logan. Together, they run Sunny Oaks Farm, where they produce sheep, goats, pumpkins, and cut flowers, hosting community and family events.
