Raymond Bannert
President
Raymond Bannert is an experienced educator and leader in Career and Technical Education (CTE), dedicated to the development of occupational education programs. He has been a teacher in the San Angelo Independent School District since 1999, specializing in Building Maintenance and Occupational Safety and Environmental Technologies. Raymond has a strong commitment to student success, exemplified by his role as the sponsor of SkillsUSA Chapter, where his students achieved numerous accolades, including state and national championships.
Raymond holds a certification in Trade and Industry from Texas State University and has received multiple awards for his contributions to education, including the 2012 CTE Teacher of the Year and the 2011 TIVA Trade and Industry Teacher of the Year. He has also served in various leadership positions, including Secretary-Treasurer and President of the Texas Industrial Vocational Association (TIVA).
In addition to his teaching career, Raymond has a background in management, having worked at Concho Valley Dairy Queen, where he managed operations and employee schedules. His passion for education and leadership continues to drive his efforts in enhancing CTE programs and supporting future generations of skilled professionals.
Jan Holland
President-Elect
Rebecca (Jan) Holland has been a dedicated Cosmetology instructor at Nacogdoches High School since 2012, following a successful 25-year career as a salon owner. She is a leader in career and technical education, serving as President-elect for TIVA and a master teacher for Region 7. Jan has earned multiple honors, including CTAT Teacher of the Year, Nacogdoches ISD District Teacher of the Year and SkillsUSA District 7 Advisor of the Year. She is a passionate advocate for the Cosmetology Industry as well as all CTE programs. Jan is also a proud mother, grandmother, and has been married for 35 years.
Joel Casiday
Secretary/Treasurer
Joel is a classically trained chef from Coldspring-Oakhurst High School in Deep East Texas. He has been in education for the past 13 years, serving as a culinary arts instructor for 11 years, Coordinator for CTE & Student Services for 1 year, and is now the Assistant Principal at COHS. He holds a B.A. in Secondary Education (7-12), an A.A.S. in Culinary Arts, and an M.Ed. in Education Administration. He has been awarded the TIVA Outstanding Educator twice, Texas Outstanding CTE Educator and was an ACTE Region IV Finalist for Educator of the Year. He is one of the founding members of the Culinary and Hospitality Organization for Professionals and Teachers (CHOPT) and is the lead organizer and trainer for the culinary and hospitality cluster professional development sessions during summer conference. He and his wife of 15 years live in Livingston and have five kids. Outside of work & TIVA, he enjoys spending time with his family, painting murals, playing tennis, and giving back to the community through leading worship at his church and being Board President for the Polk County Youth Soccer Association.
Brandon Grace
Past President
Brandon Grace is a seasoned educator with a tenure spanning over a decade at the Byron Martin Advanced Technology Center located in Lubbock, Texas. Throughout his extensive career at the ATC, Brandon has exhibited versatility and expertise by instructing courses encompassing Computer Maintenance, Networking, Computer Technician, Photography, and Audio Video Production.
In addition to his instructional role, Brandon has assumed various leadership positions, underscoring his commitment to advancing educational standards and fostering student success. He has served as the Campus Technology Leader, plays a pivotal role as the SkillsUSA Texas District 3 Coordinator, represents Texas on the CompTIA National CTE Advisory Council, and held esteemed positions such as Secretary/Treasurer and President within the Texas Industrial Vocational Association. Presently, Brandon holds the title of Past President within this association.
Brandon's contributions to the field of Career and Technical Education have been recognized on a national scale, culminating in his recent accolade as the National ACTE Trade and Industrial Educator of the Year, conferred upon him in December 2023. His unwavering dedication to the holistic development of his students and his advocacy for the advancement of CTE programs both within Texas and across the nation exemplify his status as a true champion of vocational education.

Willie Velazquez
District 1
Guillermo "Willie" Velazquez has been a Welding Instructor at the Ysleta Independent School District (YISD) Career and Technical Center in El Paso, Texas, for over 11 years. He is deeply committed to providing students with the skills and knowledge necessary for successful careers in welding and other skilled trades.
A proud product of public school Career and Technical Education (CTE) programs, he participated in CTE throughout his high school years. After graduating, he spent 16 years in the maintenance departments of El Paso Independent School District (EPISD) and Ysleta ISD. This extensive hands-on experience in the field has given him a strong foundation in the practical aspects of welding and trade skills, which he now shares with his students.
As an instructor, he strives to create a learning environment that emphasizes technical proficiency, professionalism, safety, and a strong work ethic. He is passionate about preparing students for the workforce, helping them build the skills they need to succeed in their careers and make valuable contributions to the industry.
On a personal note, he is married with two daughters. His eldest, Hazel, is a graduate of Arizona State University, while his youngest, Haley, is currently pursuing her studies at ASU. His daughters continue to inspire and motivate him every day, and he takes great pride in their accomplishments.
James "Jimmy" Cunningham
District 2
James (Jimmy) Cunningham brings nearly 20 years of educational experience and over 50 years in the automotive industry. He has been happily married for almost 41 years and is a proud father and grandfather, along with being the owner of two spirited dogs that keep things lively.
Jimmy began his teaching career at Bastrop High School and has recently returned to West Texas to teach Automotive Technology at Monahans High School, where he is working to establish a new automotive shop.
A dedicated advocate for vocational education, he has served as a SkillsUSA Chapter Advisor for 20 years and was the District 3 Director in 2009. Currently, as the District 2 Representative on the TIVA Board of Directors, he aims to positively impact students and instructors statewide.
Jimmy is committed to understanding the needs of District 2 and ensuring the continued success of TIVA.
Stephen Hernandez
District 3 Director
Steven Hernandez serves as the District 3 Director for TIVA and has been the Welding instructor at Tulia High School for seven years. He took over the program from his teacher and mentor, Gary Wilfong. Steven's experience in welding began in high school, and he became a millwright during his junior year, continuing in that role after graduation. With over 20 years of experience in welding and fabrication, he has completed numerous projects and trained many successful welders.
He is married and has four wonderful sons, along with a daughter who he regards as their guardian angel. Steven credits TIVA conferences and training for significantly influencing his career, aiding his personal and professional growth as an instructor. Additionally, he serves as a Captain and the training coordinator for the volunteer fire department in Tulia, where he has devoted 15 years of service. In his free time, Steven enjoys outdoor activities, spending time with his family, and cooking out as much as possible.
Shawndelle Harrington
District 4
With over 30 years of experience as a cosmetologist and more than 20 years in education, Shawndelle Harrington is proud to serve as the District 4 Representative for Gorman ISD. Currently in her 11th year in public schools, Shawndelle is dedicated to empowering educators and supporting their professional growth as they navigate their journeys alongside students and industry. In addition to her role as an educator, she serves as the President of the Cosmetology Teachers of Public Schools (CIPS) for Texas, further demonstrating her commitment to the field.
Outside of her professional endeavors, Shawndelle enjoys spending quality time with her family, traveling, and working on quilting projects, showcasing her creative side. She is passionate about fostering connections within the education community and believes in the transformative power of learning.
Bryan Brown
District 5
Bryan Brown is a dedicated automotive instructor at Pine Tree ISD with over 20 years of hands-on experience in the automotive trade. A firm believer in constantly challenging himself and never settling for less, Bryan has built a career focused on growth, skill development, and mentoring the next generation of professionals.
In addition to his role as an educator, Bryan serves as a Board of Director for TIVA District 5, where he actively contributes to the advancement of vocational education. His State and National EMT certifications further reflect his commitment to service and preparedness. As a SCUBA diving instructor, Bryan shares his passion for the water, teaching students the skills and safety protocols for underwater exploration.
As a SkillsUSA advisor, Bryan guides students toward excellence, preparing them for success in competitions and in their future careers. His dedication to fostering leadership, technical skills, and a strong work ethic in his students ensures they are always pushing themselves to achieve their best.
With a philosophy that success comes from perseverance, growth, and a refusal to settle, Bryan is committed to shaping the future of skilled trades and vocational education.
Mark Mester
District 6 - My name is Mark Mester, and I am proud to represent District 6 on the TIVA Board of Directors. With 24 years of experience teaching Automotive Technology, I have also served on the Texas Automotive Instructors Association (TAIA) Board of Directors. My commitment to TIVA has been a constant throughout my entire teaching career. Outside of my professional pursuits, I enjoy playing golf and engaging in motorsports.

Andi Pope is a dedicated Culinary Arts Instructor with over a decade of experience in culinary education and restaurant management. Currently teaching at Cleveland High School, Andi has successfully developed a comprehensive culinary program and established a student-led restaurant, Tonkawa Bistro. With a strong commitment to fostering a positive learning environment, Andi has guided students to excel in state and national competitions, earning multiple accolades including Teacher of the Year and District Advisor of the Year. Andi brings a wealth of knowledge to TIVA and is deeply committed to serving and supporting the needs of District 7.
Jay Rankin
District 8
With 13 years of experience as a machining and manufacturing teacher, Jay Rankin has dedicated their career to equipping students with practical skills and knowledge to excel in the trades. Known for their hands-on teaching approach and commitment to integrating the latest manufacturing technologies, [Your Name] fosters an environment where students develop both technical expertise and problem-solving abilities.
Outside the classroom, Jay Rankin is an avid hunter, amateur gunsmith, and licensed ham radio operator, blending their passion for technical precision with a love for the outdoors. A skilled musician, He also enjoys expressing creativity through music. His diverse interests and skills enrich their teaching and inspire students to explore the many facets of craftsmanship and technology.
Joseph Percevecz
District 10
Joseph Percevecz is a dedicated educator and leader committed to fostering growth and innovation in career and technology education. With extensive experience across multiple teaching roles, he brings a wealth of knowledge to the field. His journey through diverse educational environments has equipped him with the skills to inspire students and collaborate effectively with educators and administrators alike.
Joseph holds a Master of Education in Technology Leadership from Texas A&M University-Commerce and a Principal as Learning Leader Certification from Schreiner University, reflecting his dedication to continuous learning and educational excellence. Throughout his career, he has actively participated in various committees and initiatives, including skills sponsorships and technology evaluations, showcasing his passion for student success and educational advancement.
Rebecca Soto
District 12
Rebecca Soto is currently serving as a Criminal Justice and Forensic Science Teacher, as well as a part-time administrative role at Roy Miller High School within the Corpus Christi Independent School District. With a comprehensive background in all three major components of the Criminal Justice field, she brings over 21 years of experience in education to this position.
Rebeccah holds an Associate’s degree in Criminal Justice and an Associate of Arts from Laredo Community College, as well as a Bachelor’s degree in Criminal Justice with a minor in Sociology from Texas A&M International University. Additionally earned a Master’s Degree in Curriculum and Instruction with a Principal Leadership endorsement. Certified as a Master Peace Officer and a T.C.L.O.L.E Instructor, with certifications in Trade and Industrial Education and English as a Second Language.
Steven Coyle- Universal Technical Institute

Dr. Steven Coyle is the National Director High School Development with Universal Technical Institute. He is beginning his 47th year in education. He retired from public education having served as a teacher, coach and high school administrator. He holds a Bachelor’s Degree in Education, a Master’s Degree in Exercise Physiology, a second Master’s Degree in Secondary School Administration and a Doctorate in Educational Leadership.
For the past 20 years, he has served in private education as an admissions representative, Director of Admissions, Director of Counselor/Academic Relations, and his present role. He has become a leading advocate for career and technical education having spoken at school counselor conferences, administrator conferences and national conventions all over the country. He also does webinars and podcasts for the Imagine America Foundation. He is heavily involved and a member of ACTE, ASCA, SkillsUSA, FFA, Alabama STEM Coalition, Hot Rodders of Tomorrow, the National Association of Workforce Boards, STEM Ed Coalition, and TIVA Board of Directors. He has been asked to speak at several homeschool conferences across the country including the Great Homeschool Conventions. He was recently asked to serve on the Board of Directors for the Imagine America Foundation.
Dan Belcher - JLG

Dan Belcher is the Education Manager for JLG Industries, Inc., bringing over 35 years of experience in public education and workforce development, particularly in the construction industry. Dan worked for the Fort Worth ISD as a teacher, building administrator, the district's CTE Director and served as the CTE Consultant for ESC 11 before moving to Florida. Dan worked for the National Center for Construction Education and Research where he served as the company's Director of Workforce Development and Director of Fundraising and Philanthropy.
Dan serves as JLG’s education and business liaison to the Association of Career and Technical Education (ACTE), American Council for Construction Education (ACCE), Associated Builders and Contractors (ABC), Associated General Contractors (AGC) and SkillsUSA.
He holds a bachelor’s degree in industrial arts education from the University of North Carolina at Chapel Hill and a master’s in education from the University of Texas at Arlington.
Mark Johnson- iCEV

Mark Johnson is the executive vice president of business development for iCEV. He joined the company in 2003 as a curriculum and sales consultant working directly with teachers and directors to integrate products into CTE programs and offering professional development training, product implementation and support for customers.
Mark was promoted to eastern division sales manager in 2008 and vice president of business development in 2010. A year later Mark became a partner. He became executive vice president of business development in 2020 and is responsible for hiring, training, and mentoring all outside sales representatives. Managing a 50-member team, Mark enjoys learning from each salesperson as much as he enjoys helping them with their customers. With his leadership, sales have increased 10-fold since 2003.
Originally from Springfield, MO, Mark graduated from Missouri State University with a bachelor’s degree in marketing/sales management.
A gifted presenter, Mark speaks at numerous conferences and workshops and conducts more than 200 online training and staff development sessions for current and potential customers each year. Along with working directly with teachers, Mark is passionate about developing and building teams.
Mark received the Aubrey N. Davis Family Award in 2007 for his integrity, savvy and team mentality and was the inaugural winner of the Eddie Puckett Salesperson of the Year Award in 2008. He serves on the CTE Advisory Board for Huffman Independent School District (ISD) and the Huffman ISD Citizens Advisory Leadership Committee. He was a member of the PAC Committee for the 2016 school bond.
Mark and his wife, Michelle, have three children Paige, Adrianna, and William, all of whom are involved in volunteer work and extracurricular activities. In his free time, Mark enjoys golfing with friends and spending time with family at the beach.

Crystal Latham-Alford- SkillsUSA

Crystal Latham-Alford brings over a decade of expertise in Career and Technical Education (CTE) to her role as Executive Director of SkillsUSA Texas. She began her career as the Director of Student Life at Texas State Technical College (TSTC) Sweetwater, where she played a vital role in expanding SkillsUSA throughout the college system. After leading SkillsUSA Texas Postsecondary since 2017, Crystal took on the Secondary division in 2023, building cohesive pathways for both Secondary and Postsecondary CTE programs.
Her work has expanded membership, industry partnerships, and SkillsUSA Texas’s reach, benefiting students and the workforce across Texas. A fellow for ACTE Next Level Postsecondary, PACE Division Board Member, State Director Association Region IV Board Representative, TIVA Board Member, and advocate for CTE, Crystal’s commitment to SkillsUSA is reflected in her mentorship and dedication, inspiring students to strive for excellence in their careers and beyond.
Darlene Mills– Executive Director

Darlene Mills is a retired educator with over 28 years of experience in Career and Technical Education. She holds a Master's degree in Educational Administration and a Bachelor's degree in Kinesiology from Lamar University. Darlene is certified in multiple teaching areas, including Technical Education, Human Services, and Special Education.
An active member of the Texas Industrial Vocational Association (TIVA) for 28 years, Darlene has served on the board as the District 7 Director and has held the position of Secretary-Treasurer on the executive board. Currently, she is proud to serve as the Executive Director of TIVA, where she is dedicated to supporting the organization and its members.
Darlene is married to Troy, is a mother to five children and a grandmother to five.
Harry Ferguson – Assistant to ED

Harry Ferguson is the Executive Assistant of the Texas Industrial Vocational Association (TIVA), where he has been a dedicated staff member for nearly a decade, following over 20 years of support for the organization. Before joining TIVA, Harry was a leader in installation maintenance at Time Warner Cable, where he developed a deep appreciation for the hard work required to succeed in the trades. In his current role, he oversees partner relations and event management, ensuring that TIVA's initiatives run smoothly. Harry is passionate about supporting Career and Technical Education (CTE) teachers and is committed to highlighting their invaluable contributions to the community. His dedication is further inspired by his wife, Diana, a former cosmetology teacher and the former executive director of TIVA, who shares his commitment to vocational education.
